The fishing dock floats on mud instead of water. The Tehachapi-Cummings County Water District raises and lowers the reservoir as needed for reserve, and a lower water level reduces evaporation. The district has paused pumping up the hill from the State Water Project canal for several months during the winter, and lake water is being banked underground. Below, deep stretches of shoreline will be covered with water after the district starts pumping again on Feb. 1. The Tehachapi Valley Recreation and Park District manages the recreational facilities at the lake.
