What is Measure X?

Tehachapi Valley Healthcare District and Adventist Health Tehachapi Valley are dedicated to ensuring high quality and comprehensive healthcare for our community. To that end, the District’s Board of Directors voted unanimously to put Measure X on the November 2022 ballot.

Measure X will not impose any costs to taxpayers or the community. Measure X simply seeks voter approval for the District to enter into a new 30-year lease with Adventist at Tehachapi Hospital. Other than the term of the lease and rent, the proposed new lease is materially the same as the current lease. If approved, Adventist will continue to operate Tehachapi Hospital and three existing outpatient clinics until 2053. If approved, Adventist also intends to construct, at Adventist’s cost, a new outpatient pavilion on the property where Tehachapi Hospital is located. The new outpatient pavilion will be used to provide primary care, specialty care, behavioral health and dental services to the community.

Under both the current and the proposed new lease, Adventist Health will pay the District adequate compensation as determined by an independent appraisal commissioned by the District. The District will continue to exist and own the real property and facilities, and the District’s Board of Directors will continue to oversee compliance with the affiliation and lease agreements.
