Major street projects for 2024-25 approved by Council

The three primary items brought before the Tehachapi City Council for a vote at their Aug. 5 meeting were presented by Development Services Director Jay Schlosser who requested funding for all of the city's upcoming road maintenance projects for the fiscal year 2024-25.

The first of the projects presented was for surface repairs and reconstruction of approximately 1.7 miles of roads in Capital Hills on the north side of Highway 58, an area that had not been touched since it was originally paved. These are the public roads that supply access to our hospital, the post office and hotels. The repair will include grinding, paving, resurfacing and slurry-seal coating, as well as concrete repair to curbs, gutter and storm drain inlets throughout the area.

Schlosser told the Council that the project will be totally funded by a combination of Regional Surface Transportation Program(RSTP) grant funds and Tehachapi Measure S funds without additional funding from the city. The Council approved the amount of $681,681 plus 10% for change orders for the project and awarded the contract to Westrock,LLC who had submitted the lowest bid.

As the first part of the City's 10-year pavement management plan to be funded by Measure S funds, Schlosser presented the 2024-25 list for full pavement replacement or grind/overlay of specific roads within the city and, as well as Arabian Estates north of Highway 58. The project includes the following areas:

• F Street from Curry Street to Snyder Avenue in downtown.

• Robinson Street from Tehachapi Boulevard to C Street in downtown.

• Brentwood Drive from Beech Street to Curry Street.

• Appaloosa Court from Burnett Road in Capital Hills.

• Arabian Drive from Burnett Road in Capital Hills.

• Zurich Road in Capital Hills.

Bowman Asphalt, Inc. was awarded the contract for $1,513,050 plus 10% for change orders for the project that will be covered by a combination of Measure S and SB1 Gas Tax funds and is included in the 2024-25 city budget.

The third project approved by the Council was the addition of new curb, gutter, sidewalks, curb ramps, bicycle lanes and pedestrian crossings on Dennison Rd. from Tehachapi Blvd. to Tehachapi High School. Schlosser said that as the project is too large to be completed during the summer, they have added the expense of traffic control while school is in session. Also, as most of the work will be done on the east side of the road, the students will need to be kept on the west side during construction. Schlosser said that a community outreach element has been built into the plan to keep the public aware of the project.

The Council awarded the construction part of the project to Griffith Company for $1,150,743 plus 10% for change orders. Schlosser said that the project is grant funded through the government's Active Transportation Program, Cycle 5 with a total value of $2,611,053 which the city has set aside. The construction phase of this project is a blend of federal and state funds amounting to $2,014,853 and was included in the 2024-25 city budget.
