Measure F is the future for Kern County Libraries. This was explained to Kiwanis by Mandy Walters, a librarian who devotes personal time to speaking about the measure on the June ballot. Yes votes will allow all branches to be open at least five days per week and update technology in Kern County libraries. It will expand library programs, services, and literacy programs for children, teens, and adults.

Walters explained there are 24 library branches and two book mobiles in Kern. They are funded at $8.49 per capita, the lowest in the state. The

average amount of funding for county libraries in California is $47 per capita.

If Measure F passes, 12 1/2 cents will be the tax amount paid on $100 of taxable items. However, because Prop 30 which has been a higher tax is expiring and not renewing, there will be no increase in taxes to citizens. If Measure F fails, the supervisors have indicated they will not hesitate to privatize the libraries.

Kiwanis members learned that Tehachapi Branch Library is the fourth busiest in the county. Walters pointed out that the more you invest in libraries, the more people use them. She said libraries are good for businesses around them because patrons will visit shops and restaurants on the way to and from the library.

Kiwanis is motivated by their concern for children and believe libraries are important for a child learning to read. A love of reading can develop and motivate a lifetime of learning. Several members commented on how important libraries are in their own lives and the lives of their children.

Kiwanis President Jonathan Hall thanked Mandy Walters for her presentation about Measure F. Several members took yard signs to urge a yes vote for libraries.
