The hospital site at Capital HIlls was forlorn as 2013 began, inhabited by grazing cattle and a construction trailer that had been vacant for a year until a Califonria Environmental Quality Act (CEQA) lawsuit was settled in court in favor of the Tehachapi Valley Healthcare District. Grading began in mid-February, 2013.
